POSITION TITLE: Finance and Administration Manager

SUMMARY: The Finance and Business Administrator ensures the integrity of accounting information by collecting, verifying and recording transactions. They will also support business & financial decision-making information by analyzing and reporting financial information. In addition, they will be oversee all timekeeping, job site administration, pay employees, compile payroll information and maintain payroll records. 

DUTIES OR RESPONSIBILITIES:
Prepares and records asset, liability, revenue, and expenses entries by compiling and analyzing account information.
Maintains and balances subsidiary accounts by verifying, allocating, posting, reconciling transactions; resolving discrepancies.
Follow up with customers to ensure timely receipt of payment. Receive payments and apply to customer accounts and accordingly
Maintains cash flow by monitoring bank balances and cash requirements;
Approves cash disbursements by verifying check amounts against invoices, authorizing checks and wire transfers.
Summarizes financial status by reconciling entries and collecting information; preparing balance sheet, profit and loss, and other statements analyzing and investigating variances and trends.
Responds to financial inquiries or audits by gathering, analyzing, summarizing, and interpreting data. Maintains accurate audit trails for all financial transactions.
Provides financial advice; applying financial principles and practices; developing process and internal control recommendations.
Maintains payroll information by designing systems; directing the collection, calculation, and entering of time and attendance records.
Updates payroll records by entering changes in exemptions, insurance coverage, savings deductions, and job title and department/division transfers.
Experience with electronic timekeeping systems - Kronos
Implementing experience of electronic timekeeping systems.
Writing of timekeeping policy and procedures.
Training of all current timekeepers.
Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
Determines payroll liabilities by calculating employee federal and state income and social security taxes and employer''s social security, unemployment, and workers compensation payments.
Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, and job titles, and department/ division transfers.
Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer''s social security, unemployment, and workers compensation payments.
Resolves payroll discrepancies by collecting, analyzing information and answering questions and requests.
Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions. 
Updates job knowledge by keeping current with financial regulations and accepted practices, participating in educational opportunities and reading professional publications.
Assists management and employees with commercial bids, costs price calculation
Act as office manager in organizing time sheet and general administration



Required Skills:  
EXPERIENCE AND QUALIFICATIONS:
7-10  year''s work experience in accounting or finance, preferably in an industrial construction environment. 
Solid knowledge of relevant legislation, policies and regulations;
Computer savvy with working knowledge of payroll & accounting software; (Kronos)
Excellent written and verbal communication / reporting skills
Ability to work independently or as a team with a hands on approach
Detail orientated
Strategic and entrepreneurial thinking ability
Knowledge of California labor, tax, and accounting laws.
Union Payroll Experience 
Experience working with payroll/timekeeping 
Bachelor''s Degree in business administration, Accounting or Finance is a plus
